Occupational Safety and Health Regulations

General Principles


1. Purpose of Establishment

To safeguard the life and safety of workers and the interests of contractors, protect the work environment, and promote welfare facilities at construction sites, with the goal of achieving zero workplace accidents, these common regulations and work instructions are established for everyone to adhere to. All personnel should fully understand and comply with these regulations.

Safety Regulations at the Construction Site

(1) Safety Regulations at the Construction Site
Personnel entering the construction site must wear safety helmets and fasten their safety harnesses, always paying attention to their own safety and the surrounding work area.

Workers performing dangerous tasks on exterior walls or elevated structures must wear safety helmets and attach safety ropes. Before starting work, they must check the safety of the surrounding area to ensure the safety of construction personnel. Reckless behavior, such as playing or taking risks, is not allowed during construction, nor should objects be thrown or tools/materials placed haphazardly. Additionally, accident insurance must be provided for construction workers.

(2) Hygiene Regulations at the Construction Site

Workers entering the construction site must not be barefoot or wear slippers, and should not relieve themselves casually on-site.
Workers should immediately clean up and properly dispose of food containers, beverage cans, and other waste materials at designated locations after eating.
During construction, if workers chew betel nuts and spit, chew gum, or smoke and carelessly discard waste, causing pollution to the construction site, they are responsible for cleaning it up. Waste includes wrappers, plastic bags, boxes, and other residues.
Cleaning construction tools or removing debris after construction should not cause blockages in the drainage system.

(3) Water and Electricity Regulations at the Construction Site

All water and electrical lighting equipment required for work must be provided by the construction unit, ensuring adequate quantities are prepared according to the needs of the work. Before use, each device must be tested to ensure it operates properly, meets the required specifications, is insulated without any risk of electric leakage, and functions normally. Proper protective measures must be taken during installation to avoid any construction-related hazards. If an accident occurs due to faulty equipment or inadequate protection, the responsible party must take full responsibility and immediately dispatch personnel to repair the issue.

If workers use existing electrical equipment with the approval of the owner or management committee, they must first test the cable specifications, insulation resistance, and ensure the equipment operates correctly. Connections should be secure and there should be no exposed fuse switches or knife switches at the top or above the fuse. Plugs or crimped terminals should be used to connect to the switches. If any equipment is damaged, it must be repaired immediately.

(4) Accommodation Regulations at the Construction Site

If workers need to stay at the construction site, they may do so at designated locations with the approval of the owner or management committee. No illegal activities such as excessive drinking, gambling, fighting, or disturbing the peace are allowed. If any of these activities occur, the contractor will be responsible for handling the situation and will bear all legal liabilities.
No waste materials such as old wood, cardboard, newspapers, or cement bags should be used for heating at the construction site.
Flammable materials should be clearly marked and kept away from fire sources. Electrical workers should always maintain fire safety awareness during their work.

(5) Other Relevant Regulations

Workers (including temporary or contract workers) must not engage in threatening, violent, insulting, or abusive behavior. If reported, the company will evaluate the situation through an objective and fair assessment, following company regulations. Serious violations may result in the termination of the contract.
Non-official business persons or those who are not invited should not enter the construction site.

During construction, if appropriate materials are available at the site but not used, or if there are instances of material wastage or improper cuts, resulting in losses to the contractor, the corresponding costs will be deducted from the payment for the current project to compensate for the losses. This will be considered a violation. Additionally, the handling and transportation of construction materials within the work area are the responsibility of the construction personnel.
Construction personnel must comply with the Occupational Safety and Health Law and other related regulations. Failure to comply will result in full responsibility for the workers.

Daily waste generated during work must be cleaned up immediately. If there is a risk of waste scattering, it must be bagged and disposed of properly.
The above provisions consist of five clauses. They should be fully understood, and compliance is required.
If any item in this regulation is not used in the course of the project, that particular regulation will automatically become invalid.
If there are any matters not covered in these regulations, the owner may issue written instructions to the contractor based on the nature of the project, or address the situation in accordance with other relevant laws.

(6) Personal Protective Equipment (PPE) Management

Personnel entering the work platform or construction site must wear safety helmets and other necessary protective equipment. Those who do not wear a safety helmet or have it properly fastened are not allowed to enter the site.
Construction workers must always wear safety helmets. For night work, they must wear construction vests with reflective strips. The protective helmets used on-site must comply with the CNS1336 standard, and for electrical work, workers must wear orange electrical safety helmets that meet the CNS1366 standard.

When working at height, scaffolding must be set up, safety nets must be installed, and workers must wear safety harnesses to prevent falls.
Before starting work, workers must receive training on the use and management of personal protective equipment (PPE), teaching them the proper ways to use and maintain their equipment.
If workers are not wearing proper work attire or PPE, immediate corrective action must be taken. If the issue is not resolved immediately, the worker must be asked to leave the worksite.
